In the era of Information and Communication Technology (ICT), technology plays a pivotal role in the functioning of governmental and non-governmental organizations. Survival and efficiency in today's world are contingent on the integration of computers and telecommunications devices. Surprisingly, the Kurdistan Regional Government (KRG) is one such administration that has yet to fully embrace ICT in both its public and private sectors. This research employs a survey methodology using the Statistical Package for the Social Sciences (SPSS) at the University of Sulaimani in the Kurdistan Region of Iraq to assess the adoption of electronic systems in both educational institutions and governmental organizations. This study serves to evaluate technology utilization in a broader sense, specifically focusing on the adoption of electronic systems in educational institutions. Furthermore, it aims to provide insights into the development of effective e-governance and technology integration in universities. The findings of this paper reveal that ICT utilization and the adoption of electronic systems are inadequately addressed across these entities. However, this paper offers recommendations to address these shortcomings, with the ultimate goal of enhancing the IT infrastructure within universities and restructuring the information .
